1996 Waveraider 1100 won't "open up"

Ski starts and runs fine all day except:
If i have the petcock on full on or full reserve the ski will only top out at about 45
if i turn the petcock to almost all the way off (between on or reserve) it will dog til about 40 mph then it'll open up to 60ish
I have taken the carbs off and cleaned them spotless still the issue persists
also the compression should be fine (its about 115 in each cylinder)
..any help is greatly appreciated

Sounds like carb screw adjustments. You have a low and a high speed adjuster screw if its like my 92 mikuni. I had to tie mine to a tree in the water and adjust under load (per the manual, didnt mention a tree though).

Though i think you have 3 carbs. I havent had the stones to step up to that setup yet.
