1997 150 evinrude will only turn off with cowl off

Bizarre problem, when I turn my key off it won’t turn off just runs a lil rough. Will only turn off when I take the cowl off lol. Guess I could have a worse problem haha. I read it could be a ground issue with the motor not turning off but what would that have to do with the cowl?
ps I put a new ignition switch in already.

are your harness cables properly routed? possible you are snagging the main harness with an already poor kill switch/ground issue when you yank off the cowl.
