1997 Evinrude intruder 175 WOT problem

Recently got my intruder in the water and have been having an issue with the engine not getting revs. Will rev to about 3900 on the tach and the engine is sluggish to get going out of the hole... it’s also not wanting to idle at the normal 700-800 it kicks and dies out.. but isles fine if you bump the throttle to about 1000. Upon the basics I found that my primer bulb had some leaks as well but replaced with a brp bulb. As we as the o ring seal around the fuel filter on the vro appears to be pinched causing a possible fuel leak.. also noticed when the engine is primed and fully trimmed up the bottom two carbs leak gas into the cowel. Any help would be appreciated if anyone else has had the same issue I’ve heard it can be the power pack but now after some diag I’m wondering if the fuel leaks could be the culprit

Pretty obvious...compression test to make sure your not wasting time and money on bad motor then address all fuel issues.

Checked compression both port and starboard top cyls are at ~120 middles are at ~118 and lowers are around ~110-108 on a new compression tester. I know that the lower cylinders on some years of the intruders had lower compression in the bottom jugs.

still has the loss of power at wot. And does not like to idle... I know the entire ignition system minus plugs/ wires are stock could that be a factor?

If anyone else had had my problem any input would be nice
