1997 force 120 shift cable issue

Hello. I took my boat out last week and docked it while we ate. When we got back to the boat to leave I could only put the throttle lever in forward but that boat was going in reverse. Even with substantial force to try and get the throttle level in the reverse position I could not do it. I inspected the engine and I could get the throttle gear to go forward with a pair of needle nose...but the throttle lever would still not go in reverse. Is this a shift cable issue? Any help would be appreciated!

If you disconnect the cable from the motor and manually try to change the motor without the cable attached and it changes gear, it will be the cables or the remote, If you have bent a cable inside the remote, this could cause the problem as well.
