1997 Force Trims down, not up??

I have a friend with a Force engine, with trim. Aside from problems with the switch, is there a reason why trim would not go up. That is to say the trim pump/motor doesn't run in up position?

I am asuming there is either a double pole /double though switch that reverses the motor or some complex valving controlled by solenoids???

a simple pair of relays, one for up, another for down, reverses motor direction.
