1997 seadoo gsx compression?

I have a 97 GSX 787, runs on the trailer, dies in the water. I've changed out the old grey fuel lines and rebuilt the carbs and it still will not run over 2500 RPMS in the water. Some times it dies when you give it any gas at all and sometimes you hold the throttle open and it barely goes above idle. I've unplugged the rectifier and no change, Hi speed jets all the way in, low speed about a 1/4 turn out. Checked compression and I have 145 in the rear cylinder and about 132 in the front and the front spark plug is oily. My question is, is the compression too low in the 132 cylinder and would that cause it to not develop power.

there are little fuel filters in the carbs themselves, did you clean them ? did you clean out the fuel selector valve thats mounted on the hull? that get crudedd up too. remove the fuel sender from the tank and make sure the pickup screen on the bottom of it is clean. check the water seperator and make sure that is clean. go through your entire fuel system there are alot of pieces to the fuel system and all it takes is 1 part to make the ski bog down. make sure you have fresh clean gas too.

All of that was done. New filters in the carbs, all parts clean, pulled the fuel tank, new lines etc. I'm confident in the fuel system, so now i'm looking for other reasons why this ski will not run in the water. I don't know if the 130 PSI in one cylinder and 145 in the other would be enough to cause this or not, but with the carbs in good shape now I'm looking everywhere.

Sticking rave valves would cause loss of power, bogging and machine would not get full rpm. Pretty easy to strip and clean.
