1997 volvo penta SX outdrive tilt/trim won't stay up. Can i inspect while in water?

Ayuh,..... Welcome Aboard,.... It could be the seals in the rams, or the valvin' in the pump,....

The pump is serviceable while in the water, but the rams are not,...

Are you leaking fluid, check the reservoir and around the stern for traces of oil on the surface of the water. If no trace then I would suspect debris in the pump valves or cylinder piston seals are worn. check out ebay for rebuild kits.

Quite common for the ball valves in the pump to pass. If there is no sign of oil leaking, it will be this. The oil passes and returns, staying internal.
