Another reason why the Seloc is only good for soaking up spilt oil. ;)

I would highly reccomend you invest in a factory OEM Service Manual. Will pay for itself a million times over. Check ebay or www.outboardbooks.com for a factory reprint.

Check the FAQ's here on iboats for a thread by Joe Reeves regarding the timing. Actually, here it is here

Which 1998 115 do you have? Explain what you mean by "I cannot get my timing set". What have you done so far that's not coming out right?

It wont start so i disconnected the throttle at the motor. If i advance the spark a little it will start and run rough then stall out if i do get it ideling smootht when i go to give it a little gas it bogs down and stalls then i must start all over again. iam just trying to get all the adjustments set where they need to be.

The Seloc manuals and the Clymer are very similar. The Clymer manual that I have in my library gives clear and concise Syncronization set up instructions.
Try looking in that section of your manual. Follow the procedure carefully.
