1998 130 evinrude no oil light

My no oil light comes on and stays on, and every now and then the constant horn goes off for a few seconds.
I replaced the water pump and checked for overheating. Engine runs cool.
It is smoking quite a bit (not excessive)so I believed it was getting oil.
I unpluged the 3 wire connector to the VRO pump and the light went off.
I checked the fuel pressure and it is good.
I checked the oil flow to the VRO it is good.
I checked the output from the VRO (with clear lines and pressure gauge)
It checked out good.
Cant figure out why the no oil light will not go off.
It appears the sensors(if it has one) is inside the oil pump casing and I understand that is not servicable.
Any suggestions would be greatly appreciated.

The oil level sensor should be in the oil reservoir.
Remove the oil reservoir top and see if playing with the float does anything to the warning light.
