1998 200 Johnson power trim tilt issue

Hello All, I am fitting a good second hand motor all good except trim is not working the trim motor is working on both switches however the engine dosen't move. It is all the way down at the moment I think it may have had the hydralic fliud removed for transport I have tried to remove the manual plug it is very tight and I do not want to damage anything.

If you can back off the manual release valve 2-3 turns, you can lift the mtr manually. Set the lock on the mtr and then check your fluid level. Fill it with PT&T fluid or ATF. Tighten manual release valve and the try it

Run it in the up direction and see if you can help it to tilt? If so, lock it up with the tilt lock and fill the resevoir with ATF. Run her down and up a few times letting her rest at up. Each cycle fill with ATF.

Thanks for the information. The manual relief is seized along with the bottom rod I suggest I have my work cut out over the weekend to remove and have the unit serviced or replaced.
