1998 50fbpbyc wont idle seemingly very high fuel pressure

Gents,
I have the apparently odd volvo penta omc transition powertrain. This is a chevy 305 with the later high pressure GM TBI (contrary to what SELOC says. I have to follow the procedures for the 5.7). Although the 50FBPBYC would indicate a ford small block in the Volvo Penta world it is not.

Symptoms/Tests:
1. used to stumble under load now wont idle unless i work throttle aggressively
2. replaced high and low pumps
3. checked for water in new seperator - None found
4. Plugs appear wet
5. Fuel pressure gauge on high pressure fuel rail schrader indicates obscenely high fuel pressure (pegs the gauge which i didnt even think my high pressure pump could do)

Pending conclusion - flooding due to faulty Regulator?

Cant seem to find a regulator on line although I realize it is located under fuel meter cover.

Any thoughtd on how a high pressure pump could create that much pressure? Is it possible?
