1998 75hp Force chugs at high rpm

My 75hp Force seems to get bogged down at higher RPM's. At WOT(or very close) it has begun spitting fuel out of the "static port" on the top of the carb. Usually, I can take the cover off and drive down the lake and it will clear up for the rest of the day but not this last time. Any ideas?!
