That should have a Mercury control box. Come back and let us know which control box it is.
I don't remember but perhaps someone else can chime in: The control box usually (at least on earlier Force engines) has a handle drag tensioner--some sort of turning knob near the back. This will adjust the amount of friction on the handle so it will stay at one setting. You don't want to set it so tight that it becomes difficult to move the control handle. Typically though, the control handle will come back from full throttle to cruise position and stay there with hands off.
