1998 Honda 9.9 4 Stroke Pee Tube?

Just picked up a 1998 Honda 9.9 4 stroke. Starts quick, runs smooth and there are no apparent issues. My concern is as follows; I am use to seeing a pee stream of water near the upper part of the engine on other outboards. This does not seem to be the case with this Honda. However, plenty of water exits the exhaust area around the propeller. Is the lack of a water pee stream from the upper part of the motor normal for this Honda or do all Honda OB have a pee tube?

Should be a pee tube that comes out of the bock and exits at the lower starboard side/rear of motor.

Well gss036, I took off the pee tube and found it was not stopped up with trash or bugs, (This is a good sign). Completely open with no restriction. Started the motor, no water came out of the nibble were the pee tube hose fits on the motor but, I did put my finger to the opening and can feel a light puff puff puff of air coming out. The exhausted air does not have a lot of pressure, you sort of get the idea of an air compressor running. I would go into it further if I had some sort of schematic to indicate were the impeller water pump, thermostat etc would be found.
And just FYI, I checked all the engine oil and lower case lube and no water in any of them. I was told that no water from the pee tube does not nessacarily mean that water is not circulating. Any thoughts are appreciated.

I have had my old Honda do that. I no longer own it but, I would suggest that you try to force air or water back through the tube. Disconnect it from the cowling connection( be careful not to loose it) and turn on the water hose or air and flush backwards. You are not going to do any damage doing this.
The thermostat stat is at the top starboard side of the engine, the gasket is only a buck or two, depending on where you buy it, remove the cover, there are only 2 small 10mm bolts holding it on. Start the motor , in the water, and see how much water is coming out.
The water pump is in the lower leg, just above the gear case, which has to come off to change the impeller.
