1998 Johnson 50 hp power tilt

My power tilt is dying and sporadically works by tapping on the hydraulics with a wrench. There is plenty if fluid and it is not frozen up. The motor sounds very weak almost like a low battery, but that's not the case.

Question is do I need a new unit or can I try to replace just the tilt motor?

FYI - You can replace just the tilt motor. I was able to rig the top of the motor housing (which was rusted out) with a tin can to hold the motor spindle in place.
