1998 Johnson 60hp dies under more then half throttle

Hi Guys,
Need some advice:
I own 1998 E60TLECM with what looks like a dying VRO unit.
I have disconnected oil side and pre-mix the fuel.
After moving boat to marina - all of a sudden I can no longer
go over 1/2 throttle without engine bogging down and dying.
It will work fine under 1/2 throttle. Also if you keep priming the bulb
- the engine will go to higher rpm for some time.
What do you thing - VRO fuel pump weak? Anyone had the same issue?
If this is the VRO - I want to replace it with regular pump - any recommendations on the part# for the replacement pump will be welcome.

Will the primer bulb stay firm after squeezing before start up? Checked for leaks where you capped the vro or anywhere else? I think this #438559 will be the fuel pump you need but you might double check.
