1998 Johnson 90 overheating

So I recently got a 16 foot aqua sport with a Johnson 90 it was sitting on a lift for 2 years and I changed the impeller water pump and t stats And I get the over heat alarm over 4000 rpms
someone told me it had to do with the cooling system in the head that it most likely wasn’t getting enough water flow even tho plenty of water comes out of the little hole so I pulled the heads off and exhaust plate there was some build up so I cleaned it all out and made sure it was all clean so there would be no flow issues and when I went to go water test to see if I fixed the issue and it over heated but it took a little bit longer to sound the alarm so I’m not sure what is going on as everything is replaced with new oem parts if anyone has experienced this any advice is appreciated!

salt water motor ?? internal passages could be blocked with deposits and according to a recent utube I was looking at... you may need a flush ....like is done of radiators.
try to localize the hot zone with an Infra red reader (cheap tool 25-30$)
that may clue you where to focus.
