1998 Mercury elpto on stand slow cranking

I have a 1998 mercury 115 elpto that I recently took off my boat and wanted to run on a stand before selling. I've run into an issue with slow cranking when jumping the starter solenoid. It cranks fine with the plugs out, but has no chance of starting with the plugs in. Could it need a new starter? it seems like a coincidence that the starter would go out in the two weeks that it sat off of the boat. Let me know what you guys think. Thanks.

Check your solonoid and other ground wires. If your solonoid is not grounded well it will not give a hard solid contact ansd your starter will seem bad.

clean all your battery cable connections from the battery to the block and starter and back.

by clean, they need to be shiny enough your mother in law would eat off them.
