1999 225hp EFI - overheats at 1000rpm, not at any other rpm

my buddy has one of these engines, it runs great throughout the rpm range, but if he keeps the motor idling at 1000rpm, it will get so close to overheat according to the gauge.<br /><br />If he lowers the rpm to 800 fine, if he increases the rpm to 1200 fine too, and up on plane fine too.<br /><br /><br />What gives?
