1999 25hp 2stroke

hello. the motor starts and idles fine, and operates at slow speeds fine. When i give it some throttle it sputters and sounds like its choking itself out. I think it has to do with fuel delivery because if i squeeze the ball every few seconds i can operate at full power... for a while that is. what do you guys think might be causing this?

Also when i throttle up, lets say halfway it takes a few seconds for the engine to realize ive throttled up, and then the engine slowly gets going. I really know nothing about outboards any help would be great

First question that comes to mind is "did you open the air vent on your gas tank?"

yes the vent was open The motor runs fine when ive got the hose going into it in the driveway but when i get ou the water, thats when it acts up

Try cleaning the carburetor first. If that don't work, the fuel pump may be the problem.
