1999 60 hp Johnson-hard re-start

after coming up to operating temp. ( 30 + minute run), it wont re-start until you let it cool off for approx. 15 minutes. It is not over-heating,water pump is cooling properly, but acts as if the SLOW system is not allowing it to re-start until a cool-off period. Is this a power pack failure? What other system should be checked? Anyone ever heard of this problem ?

Is it overheating at all?

No overheating, checked temp. at top of cyl. head, it's OK. You can take cowling off and touch the cyl. head and tell it's OK, checked out at 160F at most.

sounds like the same problem Im having. Driving me nuts.
