1999 90hp evinrude high speed miss and bog

I have a 1999 90hp evinrude that i am having high speed issues. It will idle fine and midrange ok but when you go to wot it goes for a few seconds and then starts to sputter and bog down. I put a fuel pressure gauge in between the fuel pump and carbs and the pressure goes from 5psi at idle to around 8psi but drops back down to 0psi for a brief second.I have good spark on all cyl. ty for any advice Todd..

May be high Speed jets in carbs need cleAning. Small piece of copper wire works well

It was the power pack at low rpm's it was fine once you brought it over 3000 rpm it started to cut out..
