1999 Evinrude 40HP 4-Stroke cutting out at 2500 RPM

This motor ran fine last season, but on startup this spring it suddenly developed a strange issue. It starts and runs great at idle and runs great up to about 2500 RPM. But above that the motor acts like it is fuel starved - RPM goes from normal to nothing to normal to nothing...
-I checked both low pressure and high pressure fuel filters - no problem.
I changed spark plugs - still cutting out, but now at 3500 RPM with identical symptoms!

Look for and find a switch on the shift linkages of the motor.------There is a switch that may be stuck.-------If so it tells the computer that the motor is still in nuetral.---That limits rpm to about 2500 or so.
