1999 force 120hp water flow??

i have a 99 force 120hp outboard. started the motor with lower unit submerged in a drum of water and noticed a heavy flow of water coming from a hole between the two lower rubber mounts just above the lower unit. its not the speedometer port. its above that. about a 1/4" hole. wondering if anyone else has this and is it normal or is it a problem? just replaced the water pump and thermostat last year and everything was fine. took the boat out on memorial day and had my overheat buzzer go off a couple times and then it would just go off.. water is coming from the pee hole so its circulating water through the powerhead. Maybe just my thermoswitch?? are they a known problem??
