1999 Force 50 hp carburetor bowl drain line routing(?)

Hello, Force experts!
It's my first year with this '99 50 hp Force. Can someone tell me if the carberetor bowl drain line (yellow) routing is correct in this photo? I cant find any reference to it anywhere online. It was loose and pouring out fuel (it seems its a always-open drain on the bottom of this carb, not a plug/bolt) and the only place it seems to make sense for it to connect to or can reach is the male connector pointing down right behind the butterfly valve. Why is this carb set up like this instead of just a plug/bolt? Is it some kind of primer system?
Also, does anyone know the purpose of the silver vacuum gizmo in the photo? It has a loose ended 4 inch hose coming off the top nipple and a compelely unconnected lower nipple. I have no idea what that goes to and cant find it in my Clymer manual. Please forgive my ignorance and many, many thanks in advance!!!!

That's not a drain line.
​The primer you see in the foreground is where the hose fits.
It has a small hose barb that shoots extra fuel for startup.(a choke)

Try here: ​boatsdotnet go to the Mercury link, HP and serial# link and look Force outboard 99 50hp recirculation and prime system.
