1999 johnson 130 looper bogs

I have a 1999 130 johnson looper that bogs when trying to plane..carbs rebuilt and new timer base?What did I miss?

removing all the jets and cleaning, did you use rebuild kits? you have 2 fixed and one adjustable jets on each carb.
