1999 Johnson 15 hp

I have this 15hp outboard that I use mostly for moving Tussock Islands with a Jon boat. The motor starts and runs fine when cold. The problem is that after the motor runs for a while and then is turned off it will not restart. When the motor is tilted forward gas drips so I'm sure it's a flooding issue. My question is what could be causing it to flood?

If fuel is supplied, but not ignited/burned because of an ignition failure, you get a flooding condition. Get an open air adjustable spark tester and measure spark on each plug wire. Test with both plugs removed and see if you have about 1/2 inch spark on both. Overheating might also be a factor -- should never be too hot to touch on the top of the cylinder head.

Overheating could be an issue although the motor is pumping water the impeller does need to be changed out. The carb could need a rebuild as well. I'll do both and report my findings. Thanks for the direction.
