1999 Johnson 70hp, remove shift pin???

How do I remove the shift rod out, with the lower unit, 1999 Johnson 70hp. My research is saying that there will be a pin that needs removed in the upper housing. Is this correct? It is hard to get at? Where is it at? Trial and error has brought me to the wonderful world of the internet to help me. The motor will start, but it does not spit out any water. (should water spit out, immediately after starting? motor is in a water bucket over the intake valves. I don't want to run it for more than 60 seconds) I am going to replace the water pump wheel. Thank you!

The water needs to cover the water pump. The water should be about 6 inches above the seam where the lower unit bolts up the the exhaust housing.
