1999 Johnson T@T Airbound?

1999 225 Johnson Trying to fix the T@T
Might be airbound?
Bad motor, replaced, added oil and motor works but won't go up or down.
The release works or should I say it turns.

Air will work it's way out.----The motor is turning.----Is the pump turning ?-----Are you testing BEFORE putting it back into the midsection ?

Some of those PTT motors have an adaptor or coupling that connects them to the pump. Do you have such a thing?
