1999 Yamaha 115 Cutting Out

I have a 1999 Yamaha 115 TLRX that is not working. To start the motor you have to fully choke it whether it is warm or cold. The motor will only run at a higher throttle setting. When the motor is running it you can close the choke and it will only run at this higher throttle in nuetral. Once you slow it down and/or try to shift into gear it will die. It is also running rough at the higher rpm level as well.

It seems to be a fuel related problem?

I have installed new plugs and a new fuel filter but no difference.

Can anyone help me please?

you can drain each carb onto a clean white rag, with carb plugs out, pump primer bulb to flush carbs/float chamber/needle valves. try that first, then you may have to remove/clean carbs. if motor is running lean due to plugged carb/jets maybe you better get it cleaned/fixed before lean condition puts a hurt on motor. Thanks Robert, I did as you suggested. I noticed I had some salt deposits in the carbs so I think I will do a cleaning/rebuild of the carbs. does that make sense to you?
