1st boat......project....Oops?

I bought a 2006 Tahoe 228 deck boat that had been sitting for a few years. Prev owner had the block/heads replaced (I assume the block had cracked or had other issues from not being properly winterized through a freeze or 3.... Long story short here I am, new owner of the boat/Project.

TKS 5.0L Mercruiser, 4000lb dry 22.5' deck boat. New engine MINUS everything else, literally looks like they took a new block/heads and swapped everything else over including the valve covers because when I opened them up it was shockingly "new" in there. The cold compression test shows 160-165 on ALL 8 cyl which leads me to believe that is all true.

Heres my problem which seems all too common when I search......WOT is a MEASLY 3800-4000?! I have swapped from the 15.5x21p s/s prop I got it with to a 14.5x19p Alu to a 14.5x17p s/s I just got off the lake with....NONE of these props will get the boat over 4k RPMs. I have replaced the entire ignition system at this point(cap, rotor, pugs, wires, coil) timed it to 10BTDC with the ign locked into base timing mode, adjusted carb to factory specs and ran 2 tanks of fuel through it hoping to clear out any garbage fual in it.

My max GPS speed is 30-32MPH REGARDLESS of prop and the RPM has not changed with any of the $$$, props or time Ive dumped into it. Throttle is okay but bogs pretty good trying to plane .......What should I look into next before spending worthless money and time guys? Water separator looks brand new, pump is original and I have not done a full rebuild of the carb yet, but at this point Im leaning towards a fuel starvation issue? Fuel is good after running 40 gallons through it.

New to boats, not to engines...but things are different in the marine world so I figured Id throw out an SOS here, maybe you all can save me some time or money getting this thing performing right.

welcome aboard

as with any boat that sat. go thru the fuel system.

you will need to mechanically clean the crud from the tank

clean the anti-siphon valve

change the fuel filter

clean and rebuild the carb

Maybe try a tune up in a can first.

Lucas fuel system cleaner actually works, probably won't solve your problem but might luck out.

Old fuel does nasty things.

Heavy boat with maybe 200hp.

Have you weighed the boat?

Hull could be holding a lot of water and weight in the foam if it is saturated.
