2.3l Cobra engine dies after a few minutes

I'm posting this for my father in law, he bought a used Bayliner last year I think 1989 with a 2.3l OMC Cobra engine he's had nothing but problems with the engine. The engine runs for about 10-15 minutes then acts likes it's starving for fuel before eventually dying after some cooling off time it'll start and run again for a few minutes. He has replaced the plugs, plug wires, solenoid and rebuilt the carburator. Yesterday after it died we hit the throttle a few times and it's pumping fuel so assuming it's not a fuel related issue. Any suggestions as to what might be causeing the engine to die?

Could be fuel tank issue, I have seen the vent screen plugged with salt crystals and do the exact same thing.
