2.3l won't start

I get the engine turning over on 88 2.3 ford in a bayliner but no guages show voltage or fuel level or anything.Any ideas? When I crank it the fuel guage works horn and lights work. Just wont start. I smell gas.

Do ya have 12v power out of the key switch on the ignition post,..??
