I got a 1985 four winns with a 2.5 in it and the very top vavle (choke i think) linkage is not hooked up to anything. Is there someone out there that could post a pic/website of where all the linkage hooks to

It should be linkaged to the choke coil.

There isn't any external linkage, it should be an electric choke. Post a picture of what you are looking at.

The Linkage sits behind the choke coil casting. It should be hooked to a tang that is usually green. As Don said, Post pic

Itd the upper right one it has a linkage going to a what looks like a set screw on the bottom of the carb but even at full throttle the top valve dont open its just free to move no spring or anything

Your linkage is bent out of shape. That screw is supposed to contact the cam.
That linkage also doesn't operate the choke, the movement of the choke is what moves the cam. In automotive carbs, that cam had several steps in it and was called a high-idle cam, but was not needed on the marine carbs and the cam was the same size, no steps.

You don't need new anything for the linkage, you need to straighten out the bend. It's really obvious in your first picture.
See if this helps

When it idles too fast after you straighten it out, back the idle screw out until you get the right rpm.
