There is a one-way check valve on the crankcase that pushes air into the remote tank (secondary tank) via a hose that goes between the check valve and the remote tank. The pressure that builds up in the remote tank, in turn, pushes oil in to the reservoir tank (on the motor) via a hose going between the remote tank and the reservoir tank. If this valve is not working properly, if the hose between the valve and the remote tank is leaking, or the cap on the reserve tank is not sealing well, then will be no pressure in the remote tank and the oil will not get pushed into the reservoir tank. This is your symptom.
A simple way to troubleshoot is to run the motor for a while (say 5-10 minutes) and then unscrew the cap from the remote oil tank. If you do not hear any air pressure escaping from around the cap threads, then no pressure is building up in the remote tank and you have to figure out why. To test the valve, you can connect a new piece of hose to the check valve and connect a pressure gauge to the other end and see if there is any pressure in the hose while the motor is running or you can just replace the check valve and see what happens. The valve is not expensive and it is easy to replace. If the valve is determined to be good, then look for a leaky cap or leaky hose. Or do this in reverse...
