2000 150 evinrude finch

I just purchased this motor and the guy told me it was running. I hooked it up and it cranks but does not start. It has no spark coming out of the plugs. Took it to a boat technician and he said his computer could not get any info from the ecm. Said no power out of power distribution panel and no feed from the ecm. Is the ecm bad or is it more?
