I just bought a 2000 javelin with a 150 johnson on it and it has been setting up for about a year with some old gas in it. I took it out for the first time and put some new gas in with the old and it started right up but did not have much power would not get over 4000 rpm or go faster than 40 mph. I took to get it serviced and put some sta-bil in the gas tank then took it back out but still had same problem would not get over 4000 rpm and would not go faster than 40 mph. I am going to siphon the gas out of the tank and try to clean the carb. Is this the best thing to try or can I do something else.

That would be the way to go. Stabil won't restore gas, just preserve it. There's probably some varnishing in the carb. What kind of service was performed? You might want to take it back until they accomplish what was supposed to be accomplished.
