2000 3.0 keeps breaking starter bolts. thoughts?

boat came to me with a broken starter bolt, ( Furthest out on the engine ear) also the bolts that hold the flywheel/ coupler were sheared off. leaving the flywheel sitting on the bottom of the coupler cover. i believed the starter bolt broke while all the bolts were being sheared off but the customer told me the bolt broke a while back and he just tightened up the rear bolt to keep the starter steady. obviously not the right thing to do, anyways, i replaced all the broken bolts, and all necessary items. now the boat has had the outer bolt break again, 2 times in the past month. there has to be a reason all these bolts keep snapping. we are using correct starter bolts with the shank and correct length. this engine di not have the rear bracket and i am in the process of locasting one but i do not think this is a cause of problem. particularly because this bracket is no longer used.

I'm thinking the flywheel is warped, or the crankshaft flange is
