2000 Alpha One Gen 2: too much corrosion?

Ahoy!
Been poking off and on at this project Sea Ray Sundeck, with a 5.something TBI merc (sitting for 12 years, missing engine cover, corroded engine ID plate). Today I pulled the bell housing and bellows.
The gimbal ring is nearly impossible to steer left or right. Disconnected the power steering assembly from the steering arm and now the steering wheel moves nice and easy... But the gimbal ring is still nearly seized.
Both the upper and lower steering pins are corroded badly, will need to do a lot of convincing to get them out.

In the mean time, I noticed some bad corrosion... See photo, to the right of where the gimbal bearing would be there's a near vertical white line. Any idea how thick the housing is here? Between 1/8" and 3/16" of aluminum has flaked off in a 1"x3" area.

Am I wasting my time rebuilding this transom assembly? I don't have a chain fall or a gantry, and my buddy's engine hoist isn't tall enough so I'd be spending a good bit on tools I wouldn't use very much if I need to pull the engine and swap out the housing, but I also don't want to spend hours repairing the steering pins on this one if it's about to fail/leak/whatever...

I tried to get another photo better showing the corrosion but it's really hard to see splotchy gray against splotchy gray...
