i bought a whaler with a 2000 honda bf90, cranks and runs, pops on water hose, bogs down when fuel is "asked for"
cleaned carbs with some success, checked compression 120, 90 120, and 120
previous owner did tell me that he had "adjusted" the valves
could that be the cause for the low compression on number 2 cylinder?

it very well could be the valve adjustments. I have seen many times people who don't know what they're doing adjust valves wrong. on the other hand I have seen Honda's out a few psi per cylinder very rarely. with a 30psi difference i'm putting my money on the previous owner adjusting the valves wrong as I have never seen a 30psi difference on a Honda. adjust those valves properly and a suspect you'll be good to go.
