2000 johnson 115 sputter in water

115 johnson runs fine on trailer. When in water runs horrible it has no power and will fluctuate rpm having instant of power run good than back to running with no power. Have new plugs and had tank drained as had water in tank. Ran good few weeks ago. Running good with no load. Not sure if electrical or carb issue. Would not go over 4k rpm on WOT. Also would die when initially put in gear. Started up no problem and revving ok when not in gear. But in gear on water no power

Model # of your motor ?----I would say it only sounds fine to you on the trailer.----They will sound fine running on 2 of 4 cylinders.----So start with reporting your compression values.----Then check for spark that jumps a gap of 7/16" on each lead.-----Checked for water in the fuel ?

The compression is 140+ on all cylinders. The tank and lines have been completely drained new non ethanol gas and new separator put on.
