2000 Johnson 50hp spark issue

Hello folks, I have a 2000 Johnson 50 hp J50plssm model 2 stroke 2 cylinder. Currently, I am getting no spark on the upper cylinder while the lower is good. I can run the boat but I have to hurry to quickly put it in forward to move. It does not idle hardly at all.
here is my troubleshooting sequence so far:

1. swapped out the plugs / switched the plug wires
2. checked continuity at the coil pack for both cylinders, this motor does not have individual coils, it is combined into one. The continuity is within spec for both cylinders, so I assume that part is good.

I am wondering if the power pack has a role in this. Does anyone know if the power pack could cause spark in one cylinder and not the other?

not sure what the next steps are, any advice is appreciated!

Hello all,
i have the following issue with my boat:
if I am lucky enough to get it running,.. the throttle lever in a fixed position past the forward detent the engine revs up like crazy. May just be running lean.

the original symptom was the inability to idle. Just can’t get it to idle.

so far I have done the following:
changed plugs
check continuity of plug wires and ignition coil
changed out the CDI
cleaned out the carburetors
changed all fuel line internal to engine and line from tank to engine.
checked the primer solenoid for operation
changed out the VRO diaphragms

Any ideas on where to go or look at next would be appreciated!

Step one is compression check. Report results.
step two is an open air gap spark check with appropriate tester.
Step 3, if bot those are good do a cylinder drop test

Step one is completed. Compression is 135 for each cylinder.
Step 2 is completed. Upper cylinder has a weak spark and cannot jump the lower can make the jump
I have to do research for step 3.

For step 3 I have to have a running engine? Correct? Right now it isn’t running
