2000 Johnson 70HP No Start

Hello All.
Two cycle, three cylinder, three carburetor. Plugs look okay - pulled, gapped, and cleaned them. Seems like it's not getting fuel. Starting fluid will get it to run until it's used up. Question: what's the thingie on the side of the motor with a schrader air valve on it do? Looks like it has oil & fuel lines running to it as well. Is it adjustable with the little red plastic handle there? How much pressure is supposed to be on it? Thank in Advance...

That is the primer valve, it shoots fuel into the engine when you use the choke.
Do you know how to use the choke with the key?
Careful with starting fluid, it has no oil in it so you can run your engine dry
Are your carb bowls getting fuel?

This is: J70 PLSIS engine? Are NGK R BPR7 HS correct spark plugs? They don't look all that bad...

Does primer valve only have pressure when engine running? Has no pressure checking with psi gauge engine off.

Went back to it this afternoon. Pushing key in, I believe activates choke? R&R'ed fuel filter and it looked like much more oil (green-ish) than gas?? Filter not plugged up however. Fuel line not plugged up either.

Plugs were wet but I sprayed 'em down, verified (0.030") gap, and brushed clean.

Still no start. Have changed to correct plugs (BPZ8HS-10 @ 0.030 gap) now, but continues to only run 'til starting fluid used up. Float bowls are full of fuel as it drains out if I loosen the brass screws, so fuel is getting to carbs, but won't take off and run? It'll rev like crazy for a few seconds after squirting a little starting fluid, but then stalls out.

What's next logical step here?

Raise fast idle lever.------Key is to be pushed in while cranking it over.
