2000 Mercury Tracker 125 Tahoe Q3

I just purchased a 2000 Tahoe Q3 with a Tracker 125 but the throttle is VERY stiff once you're about 1/4 open, any ideas? I looked for throttle cables to lube but I'm not familar with this boat...thanks

I would pull the cowl and check for linkage restrictions on the carbs.
