2000 Volvo Penta gsi setting base timing help

I have a 2000 four winns with a 5.7gsi (tbi) that I had to rebuild due to freezing with previous owner. I have it back in and running good but I have a small hesitation at around 2k rpms. I think it is due to my timing being just a little off. I bought the Volvo shunt and when I hook it I can't get the engine to run at all. I've read the threads on here and watched all the videos and even ohmed out my shunt to make sure its getting continuity. With the shunt plugged in it just turns over and won't start even if I move around the timing. I plug the oem plug back in and it fires right up and idles fine. I even tried unplugging the oem plug once it was running and it dies. I have tried it with the 12v unhooked and also hooked up on the shunt just to see if that made a difference.

Any advice on what I missing out on? As far as I can tell it should start with the shunt in them I him up the 12v and set my base timing. I am out of ideas on ways of getting it to start

I'm not positive with your engine but I'm pretty sure you start and push the throttle up to 1000 rpm and then shunt. The procedure is in the stickies and needs to be followed to a t.

I will probably get flamed for this but, screw shunt and time it at total timing. On the lake with a warm engine I bring the rpm up to 3600ish and check timing. The stock distributor has 22 degrees built into the ignition module so if base is 6 total would be 28. My 5.0 carb had 28 total and I went to 32.... The catch, you need a light that can advance
