2000 yamaha 115

I have a 2000 yamaha 115 two stroke. My problem is that recently when cruising at full throttle the motor will sound a alarm and and power down, like it's over heating. I did a compression test and all is good, rebuilt water pump and replaced thermostats. What else could the problem be?

UPDATE: I hooked the motor up to muffs and started the motor let idle for a few min. Cyn felt hot, water coming out was not. Turned off, water coming out after turned off got hot. Removed thermos and steam was coming out. Left thermos out, put thero housings back on and ran same result. Thermos were open when removed and contracted shortly after. Wondering if clog in water line and how to test?

Appears to be a water pressure valve issue. Tore down and washed and flushed system and water stream increased alot and heads are alot cooler at idle and 2000 rpm
