2000 Yamaha F40 ESRY Outboard Motor 4 Stroke Starter Issues

Hi,

I want to see if anyone can help me figure out what is wrong with my starter circuit. I just installed a brand new starter because I thought the starter was bad having tested the entire circuit for voltage all the way to the solenoid post that delivers power to the starter motor. So when I connect my multimeter to the starter wire that delivers the volts to the starter motor with it disconnected from the starter motor but still connected to the solenoid node it delivers 12.5 volts but as soon as I connect the starter motor to the wire nothing. On this motor the starter motor is grounded by the body not a wire. My only thoughts is a bad or weak ground somewhere in the circuit. If you guys have any other ideas please help but I am perplexed. Let me know if you need anymore information.

Test with your meter the voltage at the battery and work your way down the cables point to point to see where the voltage is dropping off at, it is a simple voltage drop test. Could be the battery, battery connections, or cables themselves are bad(Internally)

Ok I tested it with the multimeter. At the positive battery terminal I am getting 13 Volts then if I test down at the starter relay terminal I get like between 6-8 volts. Is this likely a bad wire or connector on that side? I tested the battery and it was good. Any ideas? Could my main battery ground be bad?
