2001 200hpdi only 5000 rpms max after rebuild

before i blew my engine i could get 5600 rpms. 65mph and could keep up with some 225hp engines. now after rebuild, a year later after break-in, i still CANNOT go above 5000 rpms and get beat by 150hp engines.i just had both diaphrams changed in my 2 mechanical pumps, svt filter and the 100.00 strainer filter between the svt and high pressure pump at a cost of 800.00. i had the same prop on my boat before the rebuild and after the rebuild for about 8 months till my prop ear flew off and i put another stainlees prop on. this time i said let me try a stainless with a next size smaller pitch and still no difference. the mechanic said my prop cup could be thewrong size and with his comuter on the engine while WOT it reads perfect running engine. its not perfect if your getting beat by 150hp.i have a ranger bass boat. any help appreciated. thanks..:

all that routine maint should have been done at the rebuild.
since the rebuild has the RPM been off since you took delivery?
and not all techs can actually interpet what the laptop displays.
