2001 Evinrude 175 Stuck in Safe mode

I have a 2001 evinrude 175 hp I have no alarms but my motor seems stuck in safe mode. I changed the temp sensors, powerpack, coils, wires, water pump even replaced the alarm itself, hoping one would fix it. No change. I have a hotfoot and in nuetral it will rev up well over 3000 rpms no problem. In gear wont rev over 1800-2000.

What have you done in the way of diagnosis?

Checked the alam and had to replace it, compression check low but ok, checked thermostats and replaced one was broken, checked temp sensor and replaced, verified quick start, carbs not showing any signs of leaking so ignored. Took it for a ride after all that still won’t go over 2000 rpms. Replaced plugs, wires, coils, powerpack still no change. Ordering the optical sensor and going to disconnect the vro next

Check spark.----If you only have spark on 3 cylinders the shift switch on the MOTOR LINKAGES may be stuck.---Easy fix.

Thats a new one on me. I do have to shake the shift handle yo get it to roll over though?

That would be a different switch !----Not the same as the one I am suggesting for you to check.----So check the shift interrupt switch on the motor linkages.
