2001 Johnson 15 HP Not shifting into gear

I recently acquired a 2001 15 hp J15RVSIC outboard from my uncle. I notice that the gear selector doesnt want to move from forward to reverse smoothly. Sometime it sticks going into forward, some time it stick going into reverse. To make things worse I broke the Starter lockout cam (part ordered) while putting the rope assembly back together. I don't see it getting hung up on anything, I noticed that there is a tension spring on the starboard side that was loose, I tried tightening the bolt down, still not right. I understand the Lockout Cam is to prevent anyone from pulling the rope while the engine is running so is an important safety device, but while I wait 8 - 10 days for the new cam can I run the engine.20210521_121100_3.jpg

Fact for you.----The propeller must be turned when shifting this motor on a stand.

Racerone, Thank you for the reply. That makes sence.

Would you happen to know if it is ok to run this engine without a lock out cam? seems like it should be fine unless someone tries to pull the rope while the engine is running. Is my assumption correct? and yes I do know what they say about ASSUMPTIONS :)

Also do you know if the tention spring in the above picture is supossed to be loose so it moves?
